The project is implemented in 499 sub-districts in 64 districts of 11 provinces. Eight provinces are the locations of the Healthy and Smart Generation (Generasi Sehat Cerdas) program, while the other three are South Sumatra, West Kalimantan, and Central Kalimantan. These three provinces were included because they are among the 10 provinces with the highest prevalence of stunting.

The districts in the three new provinces were selected based on the following two criteria:

  • The district has the lowest standard of health and education facilities, as shown in the Village Potential Index; and
  • The district has a high stunting prevalence.

The districts at each district were selected using a proportional random sampling technique. The details are as follow:
